
Read the fine print: "I accept responsibility . . "
Most of us never really read the fine print when we sign a document. The "devil is in the details." Below is an example of a manifest and a tiny, yet often overlooked and more frequently misunderstood by generators of used oil.
When you sign a manifest for your used oil, used antifreeze, oil water, used oil filters, etc., your signature places you and your business (think personal and corporate assets) in a position where you are certifying that your used oil is "non-hazardous."
If something unfortunate happens and there is an accident involving your used oil while its being hauled away, or being processed or being recycled and it spills, the EPA gets involved.
Step 1: They will test the oil to determine if it has any hazardous characteristics. If it does, Step 2: They begin to trace all the potential responsible parties (PRP's). Step 3: They obtain all collection records (manifests) from the hauler. Step 4: They ID you and your business as a PRP. Step 5: You are now in a position to prove that your used oil was non-hazardous. The EPA "presumes" your used oil was hazardous and it is your responsibility to prove that it wasn't.

How will you "prove" that it your used oil was non-hazardous used oil with your manifest? Therein lies the problem. You can not. Your manifest isn't evidence for anything more than you had some number of used oil gallons hauled away on such and such date. Without anything other than a manifest, in the eye's of the EPA's, its "presumed" to be hazardous and you will be hit with a financial claim to pay for your portion of the spill clean-up.
In short, as the generator and now a PRP, this manifest will not provide you with the evidence to rebutt the EPA's claim that your used oil was hazardous.

A major contributor to air pollution, used oil burners have been targeted by the EPA as possible candidates to be prohibited.
As we seek a more environmentally minded approach to recycling, more and more of our used oil will be re-directed and re-refined into 100% recycled base oils. From there, "virgin" additive packages will be added to manufacture engine oils and hydraulic fluids. Rice carries lubricants made from both virgin and 100% recycled base oils.
This is a similar to the approach we take with spent antifreeze/coolants and making new coolants from 100% recycled glycol and virgin additive packages. Both are classic examples of sustainability in practice.
